State Level Workgroups and Deliverables​

Advancing Collaboration Through Action

Workgroups are a key component of the DOR–AJCC Collaboration Project, providing a structured space for partners to engage in ongoing dialogue, share practices, and collaboratively address implementation challenges.

Building on insights from the Community of Practice, workgroups are designed to deepen cross-system coordination and support practical, field-driven solutions. Through regular convenings, participants exchange knowledge, identify effective strategies, and contribute to more aligned and responsive service delivery across regions.

Each workgroup brings together representatives from the Department of Rehabilitation (DOR), America’s Job Centers of California (AJCCs), workforce partners, and community-based organizations.

Workgroup Focus Areas

Intake and Referral Framework

Explores strategies to improve how participants enter and move between systems, including shared intake processes, referral pathways, and tools that support timely and coordinated access to services.

Co-Case Management Framework

Focuses on strengthening coordination between DOR and AJCC partners through shared service planning, communication protocols, and integrated approaches such as case conferencing and co-enrollment.

Employer Engagement Strategies

Examines approaches to engaging employers in hiring and retaining individuals with disabilities, including work-based learning opportunities, partnerships with supportive employers, and strategies to align workforce services with industry needs.

Staff Development and Cross-Training Framework

Addresses training and capacity-building needs for staff across systems, including cross-training, disability awareness, service navigation, and strategies to support consistent, high-quality service delivery.

Regional Leads

Each workgroup is supported by regional leads who help guide discussions, elevate promising practices, and support coordination across participating sites.

Workgroup Activities & Resources

Workgroups will meet regularly and are designed to support both discussion and action. Activities may include:

  • Facilitated discussions on implementation challenges and emerging needs
  • Sharing of tools, templates, and regional practices
  • Development of strategies to strengthen coordination across partners
  • Identification of promising practices and approaches
  • Opportunities for cross-regional learning and collaboration

Workgroups are complemented by targeted technical assistance, resource sharing, and ongoing support from the LMU team.

Ongoing Engagement

Workgroups convene on a regular basis to maintain momentum, support peer learning, and advance identified priorities. This ongoing engagement helps ensure that insights from the field inform project implementation and contribute to continuous improvement across regions.
