National Institutes of Health (NIH)  

Effective January 25, 2023, NIH updated the Data Management and Sharing (DMS) requirements. The DMS policy applies to all research funded in whole or in part by the NIH that generates scientific data. The policy applies to the following:

  • Competing grant applications that are submitted to NIH for January 25, 2023 and subsequent receipt dates.
  • Proposals for contracts that are submitted to NIH on or after January 25, 2023.
  • NIH Intramural Research Projects conducted on or after January 25, 2023.
  • Other funding agreements (e.g., Other Transactions) that are executed on or after January 25, 2023, unless otherwise stipulated by NIH.

Under the DMS policy, NIH expects that investigators and institutions:

  • Plan and budget for the managing and sharing of data
  • Submit a DMS plan for review when applying for funding
  • Comply with the approved DMS plan

FDP and NIH Templates

The Federal Demonstration Partnership and the National Institutes of Health have developed two new templates.  

National Science Foundation (NSF)

The two-page data management plan is required for NSF proposals. It describes how a proposal will follow NSF policy on managing, disseminating, and sharing research results.

NSF – Preparing your Data Management Plan

Content that may be included under the general guidelines:

  • The types of data, samples, physical collections, software, curriculum materials, and other materials to be produced in the course of the project.
  • The standards to be used for data and metadata format and content. In cases where existing standards are absent or deemed inadequate, this should be documented along with any proposed solutions or remedies.
  • Policies for data access and sharing, including provisions for appropriate protection of privacy, confidentiality, security, intellectual property, or other rights or requirements.
  • Policies and provisions for data reuse, redistribution, and the production of derivatives.
  • Plans for archiving data, samples, and other research products, and for preserving access to them.

If your proposed project will not produce data, you must include a document justifying this in place of the data management plan.

Data Management Plan (DMP) Tool

The DMPTool is a free online application that helps researchers create data management plans for federal sponsors such as the NIH and NSF. The DMPTool provides a click-through wizard for creating a DMP that complies with funder requirements. It also has direct links to funder websites, help text for answering questions and data management best practices resources.
